Cutting carpet on wall and moving skirting board

Hi We’d like to get some carpet, that’s going up the wall approximately 10cm, cut at ground level and the skirting boards moved down. It would need to happen ideally in the coming week or beginning of the week after the latest. Cheers Tobi
