Replace particle board flooring under carpet and possible carpet install

Have an office room off the garage about 20 square metres big. Have ripped the carpet out with the intention to replace and revealed flooring is just particle board and it is a bit mouldy. Hoping to replace floor with ply, maybe figure out where mould has come from and if there is a reasonable fix for that too. Keen to also get a quote for the install and possible supply of carpet for the space.
