Renewing and possibly extending landing deck

Our existing railings on the stairs and along the landing area and deck need replacing plus the deck floor needs replacing. We would like to understand whether we can easily make the deck wider and if so what council permits or building plans are required. The building is 2.8m from the side boundary and the edge of the deck is currently about 1.7m from the boundary. The high point the deck is about 3m above ground level and the decks 5m long. We are looking for quotes covering two options: Option 1 Replace the existing deck and railings to comply with current regulations. We would like solid floor and solid balcony sides. Option 2 Increase the width of the deck width by about 0.5m based so will need assistance with getting council approval/consent if required and to build the deck. Ideally we would like the work to be completed within about 4 months.
