Rains under the back wooden door

When there's a hard rain from the north, the rain comes right under the door. I have a door rain flap, and have previously replaced the stairs/doorstop /door to try to solve this. The boards and lino inside have been replaced a few times now - so this is not a new problem. I think i need a clever solution, possibly involving a shelter over the top of this decked multi- height area.
