kwila deck- needs review of previous job- decking and bearers rotting

elevated deck- 5.2 meters above ground in corner now has holes in places and bearers are also clearly rotting in spite of being kwila- could have been due to large plant pots which had stood on deck . Built approx --- meters long max and 8 meters wide max. Some evidence of slight sinking.. Handyman had a look, says needs certified builder and may no longer be up to code. We need an expert eye to see what is required . Not absolutely urgent but would like reassurance. All areas accessible from underneath. Person will need to be a registered builder or master builder or similar as may need to apply to City Council if structure no longer meets the code. This is a big deck! Thanks!
