Covered deck

I am looking to build a veranda type but fully covered on my lower deck. Basically i want to created a nice and dry sheltered area for my dog...it will need to have two doors access and of course two way out (lower opening) for the dog....the area i am looking to cover on my deck which is already covered by my upper deck is around 2.5 metre for 1.8 metres and 2 50 tall...i would like to cover it in a way that it can get light and ideally light insulated too....i am open to suggestion for material but i would like to use good material. I dont know if i need council consent hopefully you can help with that too. Many thanks.
