Balcony rails and maybe privacy screen

Balcony needs reinforcing and some rails to be replaced/repaired. I have marked it on the attached pics. Basically the top part is bending out and would like it reinforced / straightened. Also a privacy screen of some sort with the neighbor may be part of the job. Thanks.
