Bell Block Flooring

House extension sits approx 10mm lower than the main living area. Hasn't been an issue until removal of some sliding doors. Wish to raise the flooring so new carpet will be level. In 4 sections, Living room, office and 2 bedrooms. General builder is required, or handyman? Also will need to gib the office after removal of some wall panels, perhaps knowing an electrician would be of benefit to complete this part.
