Installing a floor

Looking for quotes and knowledge on the process of putting a floor on top of the one we have in our rumpus room. Want to make it into a 4th bedroom- it needs to be higher than it is. Also will need to shift door up 15 cm we believe. Want a quote for floor and any idea if we need council approval, etc. have the money, ready to go with best offer. Thanks
