Deck balustrade and stairs replacement or modification

Existing deck balustrades are too low (<1.2m) and has gaps over 100mm. Would like to discuss options for replacement of balustrade around the entire wrap around deck. There is a spiral staircase from the deck to the garden that will need to be replaced with stairs. Would also consider modification of existing metal balustrade to increase height and fill gaps, but don't know if more cost-effective/feasible.
