This is a composite deck that is faulty, existing deck needs to be removed and a new deck installed. Being composite it is all fixed with clips and screws. The sub-frame is ok and no work should be required on that. The fence and all "on-top" fixtures and fittings will be removed before getting started, there is also the option of the existing deck being removed and the work being simply the fitting of the new deck. Time wise, it will be a couple of months before the replacement decking is avaliable.
