Outdoor balcony balustrade needs replaced

Our new home has an unsuitable balustrade/fence/frame . Approx. 910mm high and 4200mm long in total. Existing 4 vertical bars with 2 horizontal. Need a solution to make it childproof - undecided on adding bars via welding or replacing entirely. Timeframe - asap. Photos: currently using 3 strops for temporary measure and have installed a gate.
