Build low deck, +/- remove window/wall to install french doors onto deck

We would like a low deck (0.5m approx) over concrete/grass, roughly 3mx5m. Will need to incorporate a removable cover to conceal a raised manhole cover. Also we are looking at removing a window and the wall under it to install some french doors out onto the deck. See picture
We are interested in an approximate cost, at this stage we want to start with the deck, and move onto the french doors at a later time (sooner rather than later tho) as they will need to be custom built. The deck will need to allow for this
