Build small/medium deck, partially raised, no consent needed

Wanting to build a simple deck with guard rail, has existing small concrete deck/stairway to the front of the house that we would build over removing the existing old guard rail. I am unsure if we would leave the stairs as is or build new ones, advice would be appreciated. Dimensions (mm) Existing concrete deck/entrance = 3780 x 1540 New deck to be built = 3780 x 3000 On a slight slope, 1040 high up to 1320 at its highest. Would also be interested in turning out current door into a double glazed glass sliding door. Would like quotes for with and without the door installed.
