Ceiling block/platform for pendant light attachment

My sparky needs a builder to make and attach a small ceiling block to our pitched ceiling so that the rose/base of the pendant light can be fitted to the centre of the room. Please see photos. Currently, the light base is too big to fit into the small horizontal strip that runs through the centre of the ceiling.
