Creaky Floorboard Repair (chipboard panels)

We are about to lay new carpet in a house built in 1991. The upstairs chipboard flooring has moved over the years making the boards creaky. This is possibly due to the radiant cable under floor heating system that was used. Before we get the carpets installed we need a builder or carpenter to refit the creaky chip panels.
