Partly new kitchen

Please can someone help. Bought this place about a year ago and the kitchen was newly done. Now we find the paint keeps chipping of the bottom 4 cupboards and feel it was a badly done job Would like these cupboards replaced or repainted Don't know what would be best Don't know who did original job but am not impressed Please can someone help
