Repair a section of rotted ceiling and wall

A small area at the intersection of the wall and ceiling became mouldy during winter and has quickly progressed to being obviously rotten. The wall below this area is bowing slightly and is soft toward the bottom. Mould has appeared behind a painting which was hung on that wall. The wall is gib over concrete, it's about 6m high, above the staircase. The area is on a wall adjoining the unit next door, right where our roof meets theirs. The visible area is approx 40cm wide, and the paint is showing signs of damage approx 20cm either side of that.
