Rotted window sill & wardrobe divide

We've just bought a house, and will be settling in early November. Hoping to get a couple jobs ideally done the week of the 9th, or at least looked at and quoted. First, based on builder report at time of purchase, "left casement window style/bottom rail junction shows decay and requires repair" in bedroom one (see photo). Additionally, room one has a generous wardrobe and room two has none (see attached plan). Hoping to get someone to see if a door can be put into the back of the wardrobe in room two, and an internal divider installed to turn this into a pair of small wardrobes instead.
