Advice on feasibility of small house build

I have a largish section and want to explore the option of building a second small dwelling behind the current house. The only access though is a side footpath (and section is uphill (terraced rather than steep). I want to know if anything can be done - kitset options, etc - what regulations there are, and a rough idea of cost. Thank you.
