extension to the house

Presently have a double carport which we need to convert into a sleepout or rumpus room / gym about 25 sq mtr approx. with shower/sink/toilet +laundry sink, no kitchen. Would like to tile the place about 35 sq mtr approx, concrete level higher-can top up on present concrete, will require bit of retaining wall have to keep it away from the fence by 1 mtr, am changing the whole roof in the house so can extend the roof for the extension, 2 windows, not a garage door but large glass door. I can organise some of the stuff eg insulation, electrical, painting, but need to know what council permissions are required.
