Convert our garage please

We would like to convert our detached garage into a habitable space. It is 3.6x6m. We have a drafted floor plan and are not looking for a minor dwelling more of a large sleep out for an adult child part of the same household. We would like a small bathroom, bedroom/living and a kitchen bench area for a kettle toaster etc but no cooktop/oven. Very time conscious would like it asap but needs all the council consents etc. Budget friendly is best but still good quality needed. There is existing electrical but needs plumbing and drainage which from the property files we are told is possible
