Water leaking into utility

We have recently had a new addition put on to an old weatherboard house. When it rains heavily water runs inside down the utility wall. The paint work is now starting to bubble. Need a builder to find the route cause of the leak and repair. Also if a reliable and honest builder is found there will be ongoing work to improve exterior of house.
