Garage Sleepout

I want to build a shed/sleepout on a flat section in Pareora. I am thinking something like a 2-3 car garage size with one of the bays closed in like a studio apartment and the other 1-2 bays as a garage space. The studio at least must be insulated and have a slab. The studio should contain a small ensuite shower/toilet. The structure must be consentable. I’m looking for a builder who can help with the consent process and work with me to build a cheap and simple habitable structure.
