Stepping out a concrete path

I have quite a steep concrete path that I would like to step out. Haven’t decided if I want solid wedges drilled into the concrete base or boxes made that I could fill. I guess it would come down to cost probably. The path at the bottom of the hill is filled with river stone. In the winter the concrete path is quite treacherous so I want something safe and elderly friendly. The path is about 15m long and there is two slight bends. It is about 1m wide.
