moving internal staircase

we would like to reconfigure the house by moving the staircase that goes down into the garage/basement. The stairs currently surface between two bedrooms, we'd like to then use this space and also some from the first bedroom to create a 3rd bedroom. The third bedroom would need to have space for a window cut in. We would need advice on the exact new location of the stairs, but this would possibly also involve moving another upstairs wall. this is a house we are very keen to purchase, but would be unable to do so if a small third bedroom could not be created upstairs.
