external office build - pole house

We have a pole house raised approx 5m off the ground over a hill slope. I'd like to build an office/workshop underneath. I have an idea of what will work but would like the opinion of an experienced builder/designer on what will be best. Also need to know if council consent will be required or an issue. Am happy to pay for a good consultation/design. Subsequent building work will be an option if costs stack up for more to proceed.
