Replacement Skirting Board/ Wooden Carpet Tack boards and Repainting

Water marks in hallway and master bedroom - due to water the skirting boards need to be replaced along with carpet tack board about 3 metres between hallway and master bedroom. Unsure whether gib will need replacing along with skirting board. (Already had builder previously look at water mark could not find any reason for but if any experience with watermarks within home/ any advice would be also appreciated).
