assess and fix

I need someone to assess the cause of water collection and what appears to be water blebs in the ceiling of one of the three bedrooms in a three bedroom house. The house is a 25 year old relocatable and fully renovated in October 2013. The problem was noticed only during winter this year (2015). I would like someone to assess and identify the problem and provide cost estimate to fix the problem.
