Carport and small storage room attached

Hi. We are keen to put up a carport. We will need to put a cement floor down and ideally we want a little office at the back that has a door and a window. Office/storage space to be small enough to avoid resource consent? Is there such a thing? The office doesn't need electricity but we would like it to be damp proof.
