New Build Kumeu

I have bought a 400m2 (Lot 40 marked in the plan attached)corner section in Kumeu. I need to design a 3-4 bedroom house around 200m2 (probably 2 stories considering the size of section). The title for section is not out until June/July 2017 and the project wont start anytime soon. I need some aprrox as much will it cost for the plans, engineering and council fee. I also need approx price from certified builder per square meter.
