Wall - possible structural build

To be honest I dont really know how to describe it but the inside of our garage base woodboad had some rot, its an internal single garage underneath the house, as such the wall where the rot has been identified forms part of the outside bottom wall of the house... so may also have structural implications? a quote is desired
