Check garage ceiling/lounge flooring is structurally ok & flood damage

Our home was built in the 70's and is 2 levels. The lounge sits directly above the garage and I want to make sure the garage ceiling/lounge flooring is ok or how do we fix it. The room next door floods every couple of years. The house is built into a hill so the water runs down our backlawn, under our home, and into that room wetting the carpet.
