House extension to be completed by October.

We would like to add a master bedroom, en-suite, small hall/storage and extend the living room. This is likely to be going over easements. Is that an issue? I have added a floor plan. The red marks shows the end of the house that is the extension. Single story only. To be completed to a standard we can move in (plumbing, electrics, paint and carpets etc). Completed by October at the latest. We have no ceiling space. Just a pitched roof where you can see the beams. Please let me know what extra info you need.
