Build bedroom within lounge

I would like a Licensed Building Practitioner to section off my apartment's lounge with two walls to make a bedroom. The builder will probably need to do things including checking the building plans, building the bedroom wall's frame, putting in acoustic insulation, and then adding soundproof plasterboard onto rails. There will need to be a door in one of the added walls. A light switch will also need to be moved into the bedroom. The apartment is on the bottom floor of a three story apartment block. The floor of my apartment is concrete. The apartment's ceiling is plasterboard with a concrete slab above that which is the floor of the apartment above mine.
