balustrade and stairs

Job one:Replace existing deck balustrade on 2 decks with a new wooden posts and tension wire balustrade. Job two: build stairs from deck to back yard. Back deck measurements are 9.84m long, 1m high. Front deck is 16.5 metres long, 1m high. Stairs would be 1m wide 3.7 metre long (measured along the ground from where stairs would start and finish. Where the stairs start is 2.7 metres high. Picture below is an example of the finish we are after.
