floor joist repair/floor joist maintenance (squeaks)/window maintenance

We are looking to get 3 - 4 things done for our rental property. 1. repair a joist that was improperly cut during a previous bathroom renovation (it was cut apart for the waste pipe) 2. the wooden floors are squeaky in the kitchen and entrances to 2 of the bedrooms without carpeting, would like to add support/extra packing to the joists to increase the support. 3. check reason top window in master bedroom can't be opened (and fix if minor) 4. weather stripping to install on 4 windows to prevent draughting (kitchen, lounge, master bedroom, and middle bedroom)
