Earthquake balcony quote

Require a quote and comment regarding balcony which has pooped due to earthquake movement where the three joists are and the butanol overlap. I have pictures of before the event versus after, water now pools where it used to run off and have had a builder cut open the gib in the tandem garage that sits directly under the balcony to ensure that the deck was built to code, builder confirmed joists, bearers are correct width apart so not causing the sagging, gib thickness correct etc. Balcony is not leaking into garage but levels are not allowing the water to drain away.
