Garage door into wall with backdoor and window in it.

I have three garage doors in a row under an upstairs room. I would like the right hand one (See pic) removed and replaced with a wall with a small window and a back door into the house, and the weather boards as existing on the second story brought down to the ground. This job can be done anytime from now on. There are plenty of other jobs that could be done after this as well if all goes well.
