Fix bathroom floor

Water has been leaking through grout and under bathroom tiles. Had a tiler in to regrout but he said there appears to be too much water under the tiles and recommended a builder. I assume tiles need to be pulled up and the floor checked etc. Needs to be done as soon as possible to prevent further damage. Area affected appears to be most of the bathroom. --- . You can hear water squelch underneath some of the tiles when you stand on them in the shower and near the toilet.
