Rivet? screw? Repair

The window framing has moved away from cedar garage door. There is quite a bit of pressure on the metal frame and it appears that the rivets have popped? To hold it back in place against the cedar does it need rivets/bolts? It could be that an earlier accident where someone drove into the garage door that caused the window to pop out/bend away? Posting job for neighbour who isn't used to trying to secure a fix.
