Alter a small wall - to be a half wall

I have a small wall at the end of some internal stairs. It is full height and stops furniture being able to go up the stairs e.g. double bed base. I want to alter it to be a half wall. It is not load bearing. I need it done ASAP, as I want to get a tenant. There is power point and light switch to be shifted over by an electrician. It will affect the ceiling, so need gib and stop, and repaint small area.
