Deck and box seating

We are looking to renovate our outdoor space at our community hub in Roskill South. The area used to have a sandpit and bark for playground (already removed) We are putting on a cabin at one end of the space. The rest we want to build a low deck across it. I'm looking for a quote of what it would cost for materials (and labour separate quote line please) to build box seating with raised garden boxes along the edge of the space : 5 metre long x2 (corner ) and a deck the area of 6metre x12metre. And would you recommend kwila or treated pine. Also, can you let me know if there are any building or resource consents needed to build a deck (lower than 1.5m at a Community Hub? Thanks
