Block wall and flooring

I have a sub-floor area in my house that has a bare rock bank. I’m wanting to convert it to a storage area and possibly in the future a laundry/toilet area. I don’t know the exact solution needed but I expected some form of block wall on the rock and a concrete or wooden floor. The space is approx 7m x 1.2m. The block work and floor is the only thing I’m after, as I would do the other finishing work myself.
