New Sleepout (Concrete Breeze Block)

Hi I'm trying to find out what it would cost me to build the self-contained sleepout as shown in the diagram attached, to lock-up shell stage. It has a floor area of 60m2 and is to be constructed of concrete breeze block. I will probably have to pay a draftsman to get proper plans for construction, but I don't want to do that until I have a ballpark figure for concrete block construction, to see how it compares with other building methods, eg. versatile buildings. Any estimates, advice or info welcome.
