Build brick walls for raised vege garden

I would like a brick raised vege garden created, that joins onto an existing brick wall in my garden. I have attached a "before" photo showing the wall now, and then an "after" photo with a box drawn to roughly show how the vege garden would fit in. I would supply all the bricks and have them on site. I would also like a concrete footprint, with mesh, laid at the bottom, to ensure the bricks sit on a stable ground. Then I would like a double-skinned brick wall built, tied into the existing wall. The dimension would be 5.5 metres long, 900mm high and 1000mm wide.
