Block columns for front fence

My Papakura rental house has approx. 15 m front fence which has been partially demolished. All that remains is a 1 foot high row of blocks. I'd like to put in a few block columns (and horizontal wood in between). Also concrete gate posts are about 60cm high and these need to be removed and block columns put in either side for the gate. Gate is approx 1.4 m high. (Vandalism in the street is rife & 1/2 one gate has been bashed around.) I'm looking for a the cheapest, toughest job possible.
