Build block work and add vent grills to block wall

We need to buildup the half block wall in the photo to seal off this area as it is causing moisture issues. We also want someone who can replace a couple of blocks or half blocks with ventilation grills as show with the red lines. The ideal candidate would supply all materials needed.
