Repair windowsill tiles

Two tiles in the windowsill at each end of window have lifted and come away from the pointing or mortar. 2storey home . have been told i need scaffolding. Could this be done from inside as these tiles are easily accesable from windows. Please contact me on --- or email. thanks robyn
