Abandoned brick fence to finish

My father got a friend of his to build a brick fence. Half way through the job the guy asked for full payment. He paid the guy before it was complete and the guy never came back to finish the job. The guy dug a trench and laid the foundation with some metal rods sticking up out of the base. He also left all the materials. Would like to have someone to finish the job off
